Can wands use weapon upgrades like Hale head and hale wrapping?

Only a staff can take a staff upgrade. Wands have the advantage of being able to use the off-hand focus item of your choice, or something like a shield.

Actually, when you think about it, it isn't.

Wands have the benefit of an offhand with various bonuses, or a shield or something of the like.

Staves cannot do this, but are able to be modded.

It's a trade-off, really, for what you'd like more.
